Pepper, a significant advocate for the passage of the B.i.B Act of 1897. This act set the standard for the quality of whiskey in a bottle and assured consumers that what they were drinking was of a certain caliber. The tax stamp seal across the cork of bottles helps to prevent tampering. Colonel Pepper was the first distiller in Kentucky to bottle his whiskey at the distillery, and his trademark "signature strip label" guaranteed the quality of the whiskey inside the bottle.
